The situation in Puerto Rico is unparalleled. Almost a month after Maria impacted Puerto Rico and destroyed much of the basic infrastructure on island, the majority of the American citizens are still living without power, communications and potable water. There are a multitude of reasons why this particular response has been so ineffective, but it is not a result of the common public perception. The local cultural nuances inherent to Puerto Rico’s operating environment coupled with FEMA’s mandate and capacity as an agency are simply mismatched for an occurrence of this scale.
